Prior to his role as a Banker\, James was a Community Development Banking Underwriter. Amiel brings a wide range of experience in policy research\, data analysis\, and community engagement. \nPrior to Enterprise\, Amiel was involved in community stabilization and housing affordability initiatives with the San Francisco Planning Department where he supported research and community engagement efforts under the community equity division. She looks for ways to partner with local governments and build coalition with nearly every affordable housing advocacy organization in the San Francisco and Monterey Bay Areas. \nIn 2022\, Ms. Merriman was appointed to the Bay Area Housing Finance Authority’s Advisory Committee. As TNDC’s Director of Housing Development for the prior 11 years\, he played a principal role in guiding the organization through a period of profound growth as the portfolio of properties increased from nine to 23 buildings. Under his leadership as CEO\, TNDC’s portfolio doubled and its staff grew to 500. For 10 years prior to TNDC\, Don worked as Director of Housing Development\, Deputy Director\, and Co-Executive Director for Jubilee West\, a nonprofit housing and social services organization based in West Oakland. Don earned a Masters in Public Policy from the University of California\, Berkeley\, and a BA with honors in Economics and Urban Studies from Oberlin College. Don is member of the Board of Directors of the Corporation for Supportive Housing and served on the national Community Leadership Council of Enterprise Community Partners and the Real Estate Advisory Committee of NeighborWorks America\, as well as the New Markets Tax Credit Advisory Committees of Enterprise and Capital One Bank. On the regional and city levels\, he serves on the Boards of Directors of SPUR\, TODCO and Oakland Housing Initiatives. He is the past president of the Nonprofit Housing Association of Northern California\, on whose Board he served for seven years. In her role\, Consuelo has overseen the implementation and administration of the County’s $950M Affordable Housing Bond and other housing development programs\, coordinated the countywide network of supportive housing programs\, and directed the lead agency for the local Continuum of Care. As a result of this work\, since 2015\, the County and its partners have helped nearly 20\,000 homeless adults\, families\, and children move into permanent housing and have expanded the number of new supportive housing units by approximately 2\,700. \nPrior to joining the County in 2015\, Consuelo served in various planning and development capacities in the City of Palo Alto and in Los Angeles County cities. Consuelo is a certified planner and a member of the American Institute of Certified Planners (AICP). In 2019\, Consuelo received an Impact Award from SPUR for her efforts to advance deeply affordable housing development throughout Santa Clara County. On a personal note\, Consuelo grew up in South East Los Angeles with her parents and five siblings. Lee has been a leader advocating for social housing in California since his election in 2020 and was the first Member of the California State Legislature to introduce and work on social housing legislation. He recently introduced AB 309\, his third iteration of the Social Housing Act\, which he will discuss at the forum. Helmi has done extensive research on international best practices in affordable housing and is currently leading delegations of California policy makers to Vienna\, Austria to learn about the Vienna Social Housing Model\, and will share some of her findings with us\, along with insights on what lessons/aspects may be applicable to housing in California. She formerly co-chaired the San Francisco Democratic Socialists of America and worked on tenant & land use issues there\, in addition to being a city commissioner for clean municipal energy\, chair of the SF Housing Stability Oversight Board\, and a board member of the San Francisco Community Land Trust. [/vc_column_text][/vc_column][/vc_row][vc_row][vc_column width=”1/4″][vc_single_image image=”46943″ img_size=”medium”][/vc_column][vc_column width=”3/4″][vc_column_text]Rob Wiener\, California Coalition for Rural Housing \nSince 1981\, Dr. Robert Wiener has been the Executive Director of the California Coalition for Rural Housing (CCRH)\, one of the oldest state low-income housing coalitions in the U.S. Under his leadership\, CCRH has played a major role in federal and state housing policy and program efforts that have gained billions of dollars in financing\, as well as land use supports\, for production of new rental housing\, self-help housing\, farm labor housing\, housing preservation\, and other areas of housing provision. Wiener has also been a lecturer in the Department of Human and Community Development (HCD) and an author contributing to books like Right to Housing (2006)\, Inclusionary Housing in International Perspective (2010)\, and Rural Housing\, Exurbanization\, and Amenity-Driven Development. These affordable homes provide safe\, affordable and stable homes but tenants have limited eviction protections. While LIHTC provides a vague standard that households can only be evicted for “good cause\,” these developments are exempt from many other tenants’ rights laws\, such as the California Tenant Protection Act (AB 1482). Before joining NHLP\, Marcos was a staff attorney with Central California Legal Services where he represented individuals facing eviction and represented others in both state and federal court on real estate fraud\, predatory debt collection\, and habitability issues. Before joining CCLS\, Marcos served as a UCLA Community Economic Development Fellow at the Public Counsel Law Center where he advised nonprofit organizations and small business owners on tax and corporate governance issues. \nShanti Singh – Communications and Legislative Director\, Tenants Together \nShanti Singh left the tech industry to work full-time in tenants’ rights after organizing with renters in private\, public and nonprofit housing\, alongside housing justice groups in San Francisco. She formerly co-chaired the San Francisco Democratic Socialists of America and works on tenant & land use issues there\, in addition to being a city commissioner for clean municipal energy\, chair of the SF Housing Stability Oversight Board\, and a board member of the San Francisco Community Land Trust. She’s worked on several SF Board of Supervisors races\, ballot measures\, and most recently\, as Deputy Data Director for the California and New York campaigns of Bernie Sanders. She has a B.A. in Economics and Political Science from the University of Pennsylvania. She’s excited to be back for her second stint at Tenants Together to fight for every California tenant’s right to a union through digital organizing\, local ballot support\, & state legislative advocacy. \nBarbara Crain – Area Director of Property Management Group\, Mercy Housing Management Group \nBarbara leads property management at Mercy Housing for projects in the Bay Area. Mercy Housing California is the largest regional division of Mercy Housing\, Inc.\, the nation’s largest nonprofit affordable housing developer. \nModerator\nWilliam Wilcox – Tax-Exempt Bond Program Manager\, San Francisco Mayor’s Office of Housing and Community Development \nWilliam Wilcox joined the San Francisco Mayor’s Office of Housing and Community Development (MOHCD) in 2022 as the bond program manager. He oversees all conduit bond issuance\, the development of new housing finance tools\, state and federal housing finance policy advocacy\, and provides in house technical expertise across multi-family development at MOHCD. William earned his Master of Public Policy degree from the University of California Berkeley’s Goldman School with a focus on housing policy. MOHCD is the lead office advancing investments in affordable housing development and preservation\, community stabilization and affordable homeownership. \nHe has been recognized for his work establishing strategic initiatives that support equitable development and resilience in communities throughout the nation. He has held positions in the public and philanthropic sectors in Washington\, D.C.\, Salt Lake City\, Louisiana\, Silicon Valley\, and Miami. \nEric currently serves as chair of the board of the online publication Next City\, is a board member of the Harvard Graduate School of Design Alumni Council and serves on the National Trust for Historic Preservation board of advisors. In 2017 and 2018\, he was recognized in the OUTstanding Leading LGBT+ Public Sector Executives List\, presented by the Financial Times. \nKathryn Cahill –  \nKathryn joined Cahill Contractors as a Project Engineer in 2007\, becoming the fourth generation of the Cahill family to work in the construction business. Kathryn held positions in project management\, preconstruction\, and operations before taking on the CEO role in 2016. \nPrior to Cahill\, Kathryn worked in management consulting\, nonprofit strategy consulting\, and education. Prior to returning to California\, Leo was Policy and Research Manager at the Center for NYC Neighborhoods where he led work on countering speculative real estate practices\, addressing the racial wealth gap\, and establishing paths to homeownership for low-income New Yorkers. He was also a board member of the Cooperative Economics Alliance of New York City. Prior to obtaining a graduate degree in Urban Planning\, Leo worked on housing policy in both domestic and international contexts with a focus on equitable development\, zoning\, and gentrification and organized tenants in Central Brooklyn. He holds a B.A. in History and Urban Studies from Columbia University and a M.A. in City Planning from MIT.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]Tom Collishaw is President and CEO of Self-Help Enterprises\, a multi-faceted housing and community development nonprofit serving the San Joaquin Valley of California since 1965. The oldest and largest self-help housing organization in the country\, Self-Help Enterprises was a pioneer in the development of sweat-equity housing for rural low income farmworkers. As of July 31\, 2021\, the nonprofit organization has assisted 6\,414 families in the construction of their own homes\, rehabilitated another 6\,783 homes\, developed over 1\,896 units of affordable rental housing\, and connected over 33\,000 households to water and sewer infrastructure. Collishaw has worked for the organization in various capacities since 1980\, and was named CEO in 2014.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]Sarah Scruggs works with Northern California Land Trust (NCLT) in supporting homeowners and cooperative members\, community education efforts\, and policy efforts around anti-displacement and resident-control. She recently moved to the East Bay from Washington\, DC\, where she worked for almost a decade in affordable housing advocacy\, education and development\, with a focus on racial equity and community-led efforts. Sarah has also worked to support Palestinian justice and equality in Palestine/Israel and the United States\, and completed graduate work in International Peace and Conflict Resolution at the American University in 2009.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]Shannon Way is Executive Director at Homeownership SF\, a coalition of housing counseling agencies helping low to moderate income households access affordable housing programs and services. Homeownership SF and it’s member partners work closely with the Mayor’s Office of Housing and Community Development to promote City housing assistance\, including rental and homeownership programs\, and assisting current home owners facing financial hardships. Shannon joined Homeownership SF in 2013\, and launched the SF Housing Expo- which has become San Francisco’s largest annual affordable housing resource fair. \n  \nPrior to working with Homeownership SF\, Shannon launched the housing and financial service programs at the San Francisco LGBT Community Center\, where she also administered Lending Circles- a credit building micro loan program- in partnership with Mission Asset Fund. Her background includes running a successful real estate business in the East Bay (2000- 2011) and serving as the Vice Chair of the Family Selection Committee for Habitat for Humanity Greater San Francisco (2013- 2014.) Shannon is the 4th generation in her family to be raised in the Bay Area\, and her desire to work in affordable housing was ignited by seeing so many of her friends and family members displaced. Beliak has dedicated himself to attracting professionals into affordable housing via his management and expansion of the Bank of America Low-Income Housing Challenge\, a business plan competition and supporting industry leadership and mentorship programs. In 2016\, he was recognized as a “Top 40 under 40” in the San Francisco Business Journal. \nPrior to Bank of America\, Beliak practiced law for Sidley Austin LLP\, served in various real estate finance capacities for Wells Fargo Bank\, including their affordable housing group\, and was a management consultant for A.T. Kearney. He earned his undergraduate degree at the University of California\, Berkeley and a JD/MBA from UC Hastings College of Law and UC Berkeley’s Haas School of Business. \n– \nShola Olatoye\, Director of Housing & Community \nOakland Department of Housing & Community Development \nShola Olatoye is an experienced real estate and management executive with more than 20 years of experience launching and managing public-private partnerships. She served as Vice President of Business Development for Suffolk Construction\, a national construction management firm. Prior to joining Suffolk\, Shola served as Chief Executive Officer of the New York City Housing Authority (NYCHA)\, the largest public housing authority in the nation. As a Mayoral appointee\, Shola launched NextGeneration NYCHA\, the agency’s 10-year turnaround plan. She led her team to balance the $3.1 billion operating budget for three consecutive years\, launched a major real estate development program\, and founded a social impact nonprofit\, the Fund for Public Housing. \nMs. Olatoye graduated with a B.A. with honors in history and African American studies from Wesleyan University. She also co-chairs the Policy Advisory Board of the Fisher Center of Real Estate and Urban Economics. \nAs Faculty Director for the Terner Center\, Galante oversees the Center’s work and co-leads the Center’s research agenda\, supervising projects that identify\, develop and advance innovative solutions in local\, state and federal housing policy and practice. In her role as I. Donald Terner Distinguished Professor in Affordable Housing and Urban Policy\, Professor Galante teaches graduate courses on housing policy and community development\, including a semester-long studio intensive course on the design and finance of affordable housing development.\nPrior to coming to UC Berkeley\, Galante served in the Obama Administration for over five years as the Assistant Secretary for Housing/Federal Housing Commissioner at the U.S. Department of Housing and Urban Development (HUD) and as the Deputy Assistant Secretary for Multifamily Housing programs. \nAs FHA Commissioner\, Ms. Galante was responsible for the oversight of the FHA’s trillion dollar insurance portfolio\, which includes single family and multifamily housing as well as insured health care facilities. She was also responsible for HUD’s two million apartments with rental assistance. \nPrior to her appointment at HUD\, Galante was President and Chief Executive of BRIDGE Housing Corporation\, the largest non-profit developer of affordable\, mixed-income and mixed-use developments in California. Early in her career Galante also worked for local government in city planning and community economic development. \nShe has held numerous volunteer leadership positions at the federal and state level\, and has received a number of notable industry and academic honors for her leadership and commitment to addressing the housing challenges and needs of families from all walks of life. Galante holds a Master of City Planning from U.C. Berkeley\, and a Bachelor of Arts from Ohio Wesleyan. \n– \nAndy Madeira\, CEO \n East Bay Asian Local Development Corporation \nAs Senior Vice President of Real Estate Development of Eden Housing\, Andy Madeira leads Eden’s Real Estate Development team\, and is responsible for heading Eden’s strategic growth in affordable rental development\, operating property acquisitions\, and portfolio recapitalization/preservation. \nAndy has worked in affordable housing and community development for over 30 years\, and has an extensive background in affordable housing development and financing.
