It preserves at risk Public Housing and legacy properties by financing capital needs through conversion to long-term Section 8 Housing Assistance Payments (HAP) contracts. In this workshop we will briefly discuss best practices and lessons learned from the conversion of projects using the 1st and 2nd Component of RAD and delve into the experience of using RAD in two localities: Monterey and San Francisco. SUMMARY:Developer Roundtable: Air District Draft Planning Guidance
DESCRIPTION:Bay Area Air Quality Management District (Air District) staff has been developing a guidance document titled Planning Healthy Places. The draft document is intended to provide recommendations to cities and counties on ways to consider and minimize potential local air pollution exposure when planning infill development. This is not CEQA guidance; it is intended to inform local general plans\, specific area plans and other local plans.  \nTo view the draft document and the draft maps that support the document\, please view the Air District’s webpage. \nAs background\, in 2010 Air District staff updated the Air District’s CEQA Guidelines and included recommendations that CEQA documents for sensitive land uses such as residential\, schools\, and health care should consider health effects of local air pollution on sensitive populations. A number of affordable housing advocates had concerns about how the Air District addressed this issue\, centering around concerns that affordable housing projects are already very difficult to implement and concern that the Air District’s 2010 CEQA Guidelines introduced additional time\, resources and uncertainty that would alarm developers and provide ammunition to opponents. Air District staff had several meetings with NPH members to discuss the issue. In the current Planning Healthy Places document the Air District has attempted to address those concerns in various ways\, such as: focus earlier in the planning process (i.e.\, local plans) rather than CEQA review; minimize need for modeling/quantitative analysis\, and instead rely on best practices; provide certainty and minimize opportunities for unintended consequences.  The draft guidance provides maps of areas with higher levels of pollution and recommends best practices (filtration\, setbacks\, tree planting\, etc.) to reduce exposure to pollution. \n  \nThe Bay Area Air Quality Management District and NPH invite you to an important discussion about an approach that is protective of public health and also does not present barriers to affordable housing. Air District staff supports infill\, TOD and affordable housing as vital to Bay Area air quality and other social needs\, and seeks to be sure that this guidance is helpful\, not an impediment. Air District staff has a draft document that is ready to review with affordable housing representatives before it is presented to a broader public.

SGC developed program guidelines to assist interested organizations in preparing proposals for project funding support1 and quantification of GHG emission reductions2 associated with their projects. However\, for many applicants\, the tools\, methodologies and strategies for estimating GHG emissions reductions are not well understood. This panel aims to provide project applicants and other interested parties with a basic understanding of these tools\, methodologies and strategies in order to improve their project applications. \nThe AHSC GHG quantification guidelines require the use of two tools for the estimation of GHG emissions reductions\, as specified in the GHG quantification guidelines: the California Emissions Estimator Model (CalEEMod®) and the Transit and Connectivity (TAC) Methods. As part of this discussion\, we will examine the background of these tools\, including their histories\, common uses\, and their underlying calculational methodologies. We will also discuss how these tools are used in the context of the AHSC program\, including how to identify relevant GHG mitigation measures and the corresponding analysis tool(s) based on project-specific features and elements\, the types of information and data that may be needed as inputs for these tools\, the process for using the tools\, and how to interpret and utilize the outputs (i.e.\, results) from these tools. \nThe panel will also demonstrate the use of the tools by providing a variety of project examples. As part of this demonstration\, we will examine the impact of different types and locations of projects (e.g.\, mixed use/non-mixed use\, rural/suburban/urban) and the selection of different project features and elements (e.g.\, providing transit subsidies\, improving transit frequency\, providing ride-sharing programs\, increasing housing density) on the levels of GHG emission reductions.
