As a carbon and energy consultant with a keen interest in high performance and cost-effective design\, he collaborates with project owners and design teams to optimize building performance and reduce carbon emissions using a variety of comparative\, analysis-based methods. His goal with every project is to provide owners and design teams with meaningful data and insight on carbon and energy reduction\, guiding them toward the selection of building systems and measures that yield the greatest impact while balancing cost and feasibility. Much of Rich’s work happens through state and utility-sponsored efficiency programs\, allowing his consulting to come at no cost to qualifying projects\, and which can also provide incentives that help offset costs for many types of high-performance systems and upgrades. Andrew acted as a consultant with the committee analyzing housing and homelessness bills\, negotiating amendments and briefing members and staff. Prior to Fresno Housing\, Prince was the executive director of the Aurora Housing Authority in Aurora\, Colorado. In his early professional career\, he was dedicated to creating and securing financing for affordable housing\, working with both nonprofits and public housing agencies across Washington state. Throughout this period\, he successfully developed thousands of housing units catering to people with special needs\, families\, seniors\, and homeowners. \nPrince has created and shaped national\, statewide\, and local affordable housing policies and efforts to prevent homelessness and improve economic mobility for low-income families. As a public housing leader\, he is passionate about the connection between housing and education and builds essential partnerships to promote education and literacy education in low-income housing communities. He is a board member for the National Association of Housing and Redevelopment Officials (NAHRO)\, the California Housing Finance Agency\, and the National Public Housing Museum. Since 2017\, the Fund has invested over $450 million in housing preservation and development projects throughout the Bay Area\, supporting over 2\,200 permanently affordable homes for more than 4\,000 residents vulnerable to displacement and homelessness. Previously\, Rebecca served as Director of Social Impact Investment under the late Mayor of San Francisco Ed Lee\, and before that was a Vice President in Public Sector & Infrastructure investment banking at Goldman Sachs\, where she raised capital for local governments\, universities\, non-profits\, and utilities around the country. She received her BA. from Brown University and her MBA from the Stanford Graduate School of Business. Rebecca was appointed to the Board of Directors of the California Housing Partnership Corporation by Governor Newsom\, and also serves on the board of the San Francisco Friends School. Ms. Wint also manages activities during the predevelopment\, development\, initial or construction closing\, construction\, and final closing stages. \nBefore working at IHO\, Ms. Wint worked at Los Angeles Housing Partnership (LAHP) for over seven years starting out as an Assistant Project Manager and working up to Senior Project Manager. Previously\, she was also at Abode Communities where she served as a LISC AmeriCorps member. Ms. Wint holds a Master’s Degree in Public Policy from USC and a Bachelor’s Degree in Psychology from Scripps College. SUMMARY:Permanent Supportive Housing Costs and Resident Outcomes: What Have We Learned and Where Do We Go From Here?
DESCRIPTION:[vc_row][vc_column][vc_column_text]The Terner Center for Housing and Innovation’s recently published brief “Permanent Supportive Housing as a Solution to Homelessness: The Critical Role of Long-Term Operating Subsidies” quantifies the costs of operating Permanent Supportive Housing (PSH) —including both the costs of managing the property and providing supportive services—and examines the implications of insufficient funding on properties\, staff\, and residents. The research was based on the experiences of NPH members who are PSH developers\, owners\, operators\, and their staff and tenants.  It explores how resident outcomes\, including participation in resident services\, on-time rent payments\, and move-outs\, were associated with costs. It also shares findings from interviews and focus groups with staff and residents to understand their experiences and how these resources impact their day-to-day lives.  \nThe purpose of this Zoom meeting-style training is to elevate key findings from the research and offer opportunities to discuss policy implications. As TNDC’s Director of Housing Development for the prior 11 years\, he played a principal role in guiding the organization through a period of profound growth as the portfolio of properties increased from nine to 23 buildings. Under his leadership as CEO\, TNDC’s portfolio doubled and its staff grew to 500. For 10 years prior to TNDC\, Don worked as Director of Housing Development\, Deputy Director\, and Co-Executive Director for Jubilee West\, a nonprofit housing and social services organization based in West Oakland. Don earned a Masters in Public Policy from the University of California\, Berkeley\, and a BA with honors in Economics and Urban Studies from Oberlin College. Don is member of the Board of Directors of the Corporation for Supportive Housing and served on the national Community Leadership Council of Enterprise Community Partners and the Real Estate Advisory Committee of NeighborWorks America\, as well as the New Markets Tax Credit Advisory Committees of Enterprise and Capital One Bank. On the regional and city levels\, he serves on the Boards of Directors of SPUR\, TODCO and Oakland Housing Initiatives. He is the past president of the Nonprofit Housing Association of Northern California\, on whose Board he served for seven years. In her role\, Consuelo has overseen the implementation and administration of the County’s $950M Affordable Housing Bond and other housing development programs\, coordinated the countywide network of supportive housing programs\, and directed the lead agency for the local Continuum of Care. As a result of this work\, since 2015\, the County and its partners have helped nearly 20\,000 homeless adults\, families\, and children move into permanent housing and have expanded the number of new supportive housing units by approximately 2\,700. \nPrior to joining the County in 2015\, Consuelo served in various planning and development capacities in the City of Palo Alto and in Los Angeles County cities. Consuelo is a certified planner and a member of the American Institute of Certified Planners (AICP). In 2019\, Consuelo received an Impact Award from SPUR for her efforts to advance deeply affordable housing development throughout Santa Clara County. On a personal note\, Consuelo grew up in South East Los Angeles with her parents and five siblings. This bill establishes a new requirement for developers to track and report on the ownership and labor practices of the contractors they hire to build their projects\, if they utilize low-income housing tax credit funds. \nWhat will be the impact of AB 2873 on our industry and what will it take for successful implementation? \nJoin us alongside the Southern California Association of Non-Profit Housing (SCANPH) on Tuesday\, May 9 from 10:00-11:30-AM for: Strategies to Successfully Implement Supplier Diversity Goals. This webinar will explore industry implementation of AB 2873\, discuss the availability of services to support adherence to new requirements\, and deliberate the challenges and opportunities for the capturing of such data during a panel discussion. \nGiven that affordable housing development is a significant economic driver that creates billions of dollars in procurement opportunities each year\, the legislation aims to ensure the affordable housing development industry intentionally uplifts and invests in firms led by people of color. Her innovative equity-building programs for MWIS have supported multi-billion-dollar capital improvement projects for large public agencies. Hughes has led numerous projects including the strategic alignment of corporate and philanthropic partners to layer-focused investments to dramatically influence the trajectory of a neighborhood and achieve measurable gains for children and families. Additionally\, she served as a program officer with The Skillman Foundation and as the Executive Director of the Ruth Ellis Center\, a homeless and runaway shelter dedicated to the needs of LGBTQ youth. Prior to her role with PolicyLink\, Laura served as the Vice President of Communications & Community for a woman-owned\, $500 million IT and business services corporation with 3\,000 consultants and 32 offices in the US and Europe. Laura earned a Bachelor of Arts with High Honors in Anthropology from Brown University and her Master in Public Health\, Health Behavior Health Education\, from the University of Michigan. Prior to joining SV@Home\, she served as Director of Housing Development at First Community Housing\, a leading San Jose-based affordable housing developer. Regina has also worked as a member of the National Development Council’s (NDC) East Team\, providing housing and economic development consulting services to several East Coast municipalities\, leading NDC’s green initiatives\, and teaching several courses on community and housing development finance. Today\, more than a dozen tall residential buildings are under construction downtown\, with 5\,000 housing units in the pipeline. \nFew California city districts are growing as tall and as fast as downtown Berkeley. Decades of deficient supply of student housing set the stage for this rapid change in direction. What happened\, and what are the challenges to come? Can Berkeley’s experience provide lessons for other California cities? \nDuring this event\, we will learn about the accomplishments of forward planning and the tactics of current planning for individual buildings.
