These disruptive narratives often pit cities against counties\, renters against homeowners\, and high-income residents against low-income residents. How can we shift the narrative of scarcity to one of abundance and prosperity for all? Michele has served on numerous nonprofit boards\, and she served as the community member on the San Jose Mercury News editorial board. At PolicyLink she is responsible for harnessing the power of narrative to advance racial equity and justice specific to housing for the more than one million individuals who live below 200 percent of the poverty level. Hughes has led numerous projects including the strategic alignment of corporate and philanthropic partners to layer-focused investments to dramatically influence the trajectory of a neighborhood and achieve measurable gains for children and families. Additionally\, she served as a program officer with The Skillman Foundation and as the Executive Director of the Ruth Ellis Center\, a homeless and runaway shelter dedicated to the needs of LGBTQ youth. Prior to her role with PolicyLink\, Laura served as the Vice President of Communications & Community for a woman-owned\, $500 million IT and business services corporation with 3\,000 consultants and 32 offices in the US and Europe. Laura earned a Bachelor of Arts with High Honors in Anthropology from Brown University and her Master in Public Health\, Health Behavior Health Education\, from the University of Michigan. Prior to joining SV@Home\, she served as Director of Housing Development at First Community Housing\, a leading San Jose-based affordable housing developer. Regina has also worked as a member of the National Development Council’s (NDC) East Team\, providing housing and economic development consulting services to several East Coast municipalities\, leading NDC’s green initiatives\, and teaching several courses on community and housing development finance. SUMMARY:ULI San Francisco: Building to New Heights in Downtown Berkeley

Today\, more than a dozen tall residential buildings are under construction downtown\, with 5\,000 housing units in the pipeline. \nFew California city districts are growing as tall and as fast as downtown Berkeley. Decades of deficient supply of student housing set the stage for this rapid change in direction. What happened\, and what are the challenges to come? Can Berkeley’s experience provide lessons for other California cities? \nDuring this event\, we will learn about the accomplishments of forward planning and the tactics of current planning for individual buildings. Lee has been a leader advocating for social housing in California since his election in 2020 and was the first Member of the California State Legislature to introduce and work on social housing legislation. He recently introduced AB 309\, his third iteration of the Social Housing Act\, which he will discuss at the forum. Helmi has done extensive research on international best practices in affordable housing and is currently leading delegations of California policy makers to Vienna\, Austria to learn about the Vienna Social Housing Model\, and will share some of her findings with us\, along with insights on what lessons/aspects may be applicable to housing in California. She formerly co-chaired the San Francisco Democratic Socialists of America and worked on tenant & land use issues there\, in addition to being a city commissioner for clean municipal energy\, chair of the SF Housing Stability Oversight Board\, and a board member of the San Francisco Community Land Trust. [/vc_column_text][/vc_column][/vc_row][vc_row][vc_column width=”1/4″][vc_single_image image=”46943″ img_size=”medium”][/vc_column][vc_column width=”3/4″][vc_column_text]Rob Wiener\, California Coalition for Rural Housing \nSince 1981\, Dr. Robert Wiener has been the Executive Director of the California Coalition for Rural Housing (CCRH)\, one of the oldest state low-income housing coalitions in the U.S. Under his leadership\, CCRH has played a major role in federal and state housing policy and program efforts that have gained billions of dollars in financing\, as well as land use supports\, for production of new rental housing\, self-help housing\, farm labor housing\, housing preservation\, and other areas of housing provision. Wiener has also been a lecturer in the Department of Human and Community Development (HCD) and an author contributing to books like Right to Housing (2006)\, Inclusionary Housing in International Perspective (2010)\, and Rural Housing\, Exurbanization\, and Amenity-Driven Development. Vu-Bang has worked for the City of Berkeley’s Department of Planning\, the Town of Los Gatos Planning Division and for a real estate development company working on infill residential development projects in Fremont\, San José and Los Gatos. Vu-Bang holds a master’s degree in city and regional planning from the University of California\, Berkeley\, where he created a community engagement handbook for the San José Redevelopment Agency to increase Vietnamese American participation in local government decisions. In her role\, Consuelo has overseen the implementation and administration of the County’s $950M Affordable Housing Bond and other housing development programs\, coordinated the countywide network of supportive housing programs\, and directed the lead agency for the local Continuum of Care. As a result of this work\, since 2015\, the County and its partners have helped nearly 20\,000 homeless adults\, families\, and children move into permanent housing and have expanded the number of new supportive housing units by approximately 2\,700. \nPrior to joining the County in 2015\, Consuelo served in various planning and development capacities in the City of Palo Alto and in Los Angeles County cities. Consuelo is a certified planner and a member of the American Institute of Certified Planners (AICP). In 2019\, Consuelo received an Impact Award from SPUR for her efforts to advance deeply affordable housing development throughout Santa Clara County. On a personal note\, Consuelo grew up in South East Los Angeles with her parents and five siblings. The cost for construction in the Bay Area has rapidly outpaced affordable housing funds\, thus rendering many projects infeasible. She formerly co-chaired the San Francisco Democratic Socialists of America and works on tenant & land use issues there\, in addition to being a city commissioner for clean municipal energy\, chair of the SF Housing Stability Oversight Board\, and a board member of the San Francisco Community Land Trust. She’s worked on several SF Board of Supervisors races\, ballot measures\, and most recently\, as Deputy Data Director for the California and New York campaigns of Bernie Sanders. Mercy Housing California is the largest regional division of Mercy Housing\, Inc.\, the nation’s largest nonprofit affordable housing developer. \nModerator\nWilliam Wilcox – Tax-Exempt Bond Program Manager\, San Francisco Mayor’s Office of Housing and Community Development \nWilliam Wilcox joined the San Francisco Mayor’s Office of Housing and Community Development (MOHCD) in 2022 as the bond program manager. He oversees all conduit bond issuance\, the development of new housing finance tools\, state and federal housing finance policy advocacy\, and provides in house technical expertise across multi-family development at MOHCD. William earned his Master of Public Policy degree from the University of California Berkeley’s Goldman School with a focus on housing policy. As a member of the University of California’s Statewide IPM Program (UC IPM)\, Andrew serves as a conduit for IPM-related information and resources. His work focuses on developing\, adapting\, and implementing IPM strategies to assist pest control operators\, pest management professionals\, public agencies\, schools\, parks\, public housing\, and regulatory agencies involved with household\, structural\, and industrial IPM.
