We believe that our regional challenges deserve a regional approach. NPH is committed to working with our regional governing bodies, including MTC, ABAG, and BART to secure a strong, comprehensive approach to address our housing affordability crisis with bold plans and programs that hold local cities and counties accountable.

NPH’s 2020 agenda offers concrete opportunities to advance our regional policy goals, including:

  • Advocating that MTC and ABAG develop, approve, and implement a comprehensive housing strategy for the Bay Area that will guide both agencies and their various programs, policies, and decision-making processes and embed a comprehensive approach to producing and preserving affordable housing, as well as protecting tenants from eviction and displacement.  
  • Developing a RHNA methodology that affirmatively furthers fair housing, addresses segregation and racial exclusion in wealth communities, allocates equitable housing growth throughout the region, and ensures development in priority development areas as well as in high-opportunity, high-resource, transit-rich and job-rich communities. 
  • Securing Plan Bay Area 2050 housing strategies that condition transportation investments on housing law compliance and specific housing outcomes that advance the 3Ps. 
  • Working with BART to provide technical assistance on BART’s affordable housing land discount policy and offer guidance to BART as staff develops affordable housing and anti-displacement strategies to support their transit oriented development station area plans.
