Affordable Housing takes a whole village of professionals to implement, but one major element that underpins housing is the utility infrastructure required to serve new developments. As we try to serve new communities with improved utility services and advance clean energy all-electric buildings, the implementation and installation of electric infrastructure has become a critical piece of managing housing construction timelines and cost. How can we clarify and simplify the process of delivering electric infrastructure to communities and projects that need it while reducing time impacts and cost overruns?

Jacob Goldstein
Project Manager, Tenderloin Neighborhood Development Corporation (TNDC)
Jacob Goldstein joined TNDC in 2018. He has over 6 years of affordable housing development experience and has managed projects in all stages of the development process, from acquisition and financing through to construction, lease-up, and permanent conversion. Recently, Jacob has managed two new construction projects: 555 Larkin, a 108-unit family development and 180 Jones, a 70-unit supportive housing building. Jacob has a Bachelor of Arts in Sociology from Occidental College. He is also a graduate of LISC’s Housing Development Training Institute (HDTI).
Ben Chuaqui
Partner, Van Meter Williams Pollack (VMWP)
Ben has been involved with all phases of the design and construction process and his interest as a designer is focused on not just creating good buildings, but creating good spaces around the buildings. Being both bicultural and bilingual – he is Chilean-American, Ben brings multiple perspectives to each architectural project. As a design professional, Ben’s interests in the social landscape as well as the more technical and idiosyncratic aspects of wood construction have influenced his work. Ben has been with VMWP since 2002 and became a partner in 2020. He holds masters degrees in both Architecture and City Planning from UC Berkeley.
Jason Ling, PE
Principal, Urban Design Consulting Engineers (UDCE)
Jason, a registered professional civil engineer in California, is the founding principal of Urban Design Consulting Engineers in San Francisco and Oakland. Focusing in urban civil engineering and joint trench/dry utilities across the greater San Francisco Bay Area, the firm manages around 100 concurrent dry utility projects, primarily in Non-Profit Housing. Jason and the outstanding project managers lead UDCE in delivering efficient design solutions, clear construction documents, and responsive construction administration services.
Jason is a UC Berkeley graduate. He prioritizes building collaborative relationships and fostering creative problem-solving approaches.

Elaine Uang
Associate/Architect
Elaine Uang is a housing architect and advocate who is passionate about crafting human centered places and good community design. She joined VMWP in 2018 and has been involved in all design phases from schematic design through construction administration. Currently, she is working on several jurisdictionally complex and infrastructurally challenging affordable housing projects. Prior to joining VMWP, Elaine led a residential architecture and community design practice and co-founded a community group to educate and advocate for better housing policies. She continues to augment her professional experience in multifamily housing by serving on the board of two housing advocacy groups, Palo Alto Forward and Housing Leadership Council of San Mateo County.
