Speaker Bios

Don Falk, Former Chief Executive Officer of the Tenderloin Neighborhood Development Corporation

Don Falk served as Chief Executive Officer of the Tenderloin Neighborhood Development Corporation from 2005-2021. As TNDC’s Director of Housing Development for the prior 11 years, he played a principal role in guiding the organization through a period of profound growth as the portfolio of properties increased from nine to 23 buildings. Under his leadership as CEO, TNDC’s portfolio doubled and its staff grew to 500. For 10 years prior to TNDC, Don worked as Director of Housing Development, Deputy Director, and Co-Executive Director for Jubilee West, a nonprofit housing and social services organization based in West Oakland. Don earned a Masters in Public Policy from the University of California, Berkeley, and a BA with honors in Economics and Urban Studies from Oberlin College. Don is member of the Board of Directors of the Corporation for Supportive Housing and served on the national Community Leadership Council of Enterprise Community Partners and the Real Estate Advisory Committee of NeighborWorks America, as well as the New Markets Tax Credit Advisory Committees of Enterprise and Capital One Bank. On the regional and city levels, he serves on the Boards of Directors of SPUR, TODCO and Oakland Housing Initiatives. He is the past president of the Nonprofit Housing Association of Northern California, on whose Board he served for seven years.

Consuelo Hernandez, Director, Office of Supportive Housing, County of Santa Clara

As the Director of the Office of Supportive Housing, Consuelo Hernandez’s team works to support the County’s mission of promoting a healthy, safe, and prosperous community by ending and preventing homelessness. In her role, Consuelo has overseen the implementation and administration of the County’s $950M Affordable Housing Bond and other housing development programs, coordinated the countywide network of supportive housing programs, and directed the lead agency for the local Continuum of Care. As a result of this work, since 2015, the County and its partners have helped nearly 20,000 homeless adults, families, and children move into permanent housing and have expanded the number of new supportive housing units by approximately 2,700.

Prior to joining the County in 2015, Consuelo served in various planning and development capacities in the City of Palo Alto and in Los Angeles County cities. Consuelo is a certified planner and a member of the American Institute of Certified Planners (AICP). In 2019, Consuelo received an Impact Award from SPUR for her efforts to advance deeply affordable housing development throughout Santa Clara County. On a personal note, Consuelo grew up in South East Los Angeles with her parents and five siblings. While at UC Santa Barbara, Consuelo developed a passion for social justice and found a platform for change working in housing and community development.

Moderator

Adrian Napolitano, Housing Development Project Manager, UC Berkeley

Adrian Napolitano is a Housing Development project manager for UC Berkeley. Prior to UC Berkeley, Adrian was a project manager for Tenderloin Neighborhood Development Corporation (TNDC), where he worked on an 18-story middle-income housing project in SOMA and a seismic retrofit and substantial renovation of a historic SRO in the Tenderloin. Adrian is passionate about creating a fairer, more equitable world where everyone has a home. Adrian serves on the Steering Committee of the Non-Profit Housing Association of Northern California’s Emerging Leaders Peer Network. He holds a Bachelor’s degree in Urban Studies from UC Berkeley’s College of Environmental Design.
