Mick Penn
Swinerton
Inspirational Leader Award
Mick Penn serves as Northern California Regional Director of Community Relations for Swinerton, where he drives workforce development, small, diverse, veteran, and LGBT business engagement, and strategic community partnerships across the region. Penn works to ensure Swinerton’s construction projects create real pathways for local talent, emerging contractors, and community-based organizations. Mick serves on the boards of the Western Regional Minority Supplier Development Council, Cypress Mandela Training Center, Mission Hiring Hall, and Build It Green. He also contributes to the Associated General Contractors of California DEI Steering Committee and is a founder of BuildOUT California.
In 2021, he was named Supplier Diversity Leader of the Year by the Western Regional Minority Supplier Development Council and received the Friend Award from the AGC of California Construction Education Foundation. Penn holds a BA from San Francisco State University and an MPA from University of San Francisco.

Randy Tsuda
Alta Housing
Catherine A. Bauer Lifetime Achievement Award
Randy Tsuda is President and CEO of Alta Housing, a nonprofit affordable housing organization serving more than 2,000 residents across Silicon Valley. Since 2018, he has led the organization’s strategic vision, focusing on expanding affordable housing opportunities, strengthening communities, and fostering a culture of organizational learning and leadership development.
Randy brings more than 30 years of experience in real estate, city planning, and affordable housing across the nonprofit, private, and public sectors. Before joining Alta Housing, he served for more than a decade as Director of Community Development for the City of Mountain View and previously led corporate real estate for a technology company.
Randy previously served on the Board of Directors of NPH, including as Board Chair. He currently serves on the boards of Silicon Valley@Home, the NPH Action Fund, and the Mountain View Chamber of Commerce.

Partner in Community Development Award
Commitment to Community (C2C) is Merritt Community Capital Corporation’s reinvestment arm, empowering its work as a lender and investor in affordable housing. C2C takes a holistic approach—investing in people, housing, and policy to strengthen California’s affordable housing ecosystem. Its programs attract, train, and retain the next generation of affordable housers, equipping professionals with the skills to build, operate, and steward homes.
By supporting careers across development, finance, asset management, property management, and policy, C2C cultivates a resilient workforce and promotes long-term housing stability. Unlike traditional programs focused on short-term needs or a single career stage, C2C provides a comprehensive pathway for emerging and mid-career professionals, ensuring future leaders have the right tools and mentorship to be successful. Over three years, C2C has supported more than 1,500 participants—68% of whom have lived experience with poverty or housing instability—demonstrating that solving California’s housing crisis requires not only capital and construction, but sustained investment in people.
