Permanent Supportive Housing (PSH) in California and nationwide is at a crossroad. Decades of evidence has proven that PSH is one of the most powerful solutions to address homelessness and housing insecurity and yet this paradigm is under extreme threat by the current federal administration.

NPH’s PSH Working Group has been working for the past five years to enhance the sustainability of the PSH model while retaining fidelity to an evidence-based Housing First model. Our work is oriented to sharing, developing, and promoting critical research, policy recommendations, and peer-based tools that can move implementation of this model forward.

This NPH training will provide an overview of our recently-published PSH Workgroup Compendium that summarizes the resources we’ve developed to help PSH properties thrive. We will share the operational tools and resources to strengthen our PSH community programs and services, and policy recommendations that can position regulating governing bodies and lawmakers with the best information and data to help defend the Housing First paradigm.

By looking critically at what we do, how we do it, and how we can improve, our communities will be better served and we can build on the successes of a proven evidenced based solution to address homelessness and defend Permanent Supportive Housing as a key solution to addressing homelessness among the continuum of options.

Natalie Bonnewit, Bonnewit Development Services

Natalie Bonnewit has been a developer of affordable and supportive housing in the Bay Area for over 25 years, with over 2,000 units of housing and emergency shelter beds developed in her role as owner’s representative and project manager. Natalie specializes in Permanent Supportive Housing development and policy, social housing, and military base reuse and large-scale redevelopment. Natalie has helped lead and staff the NPH PSH Working Groups on behalf of NPH since inception in 2020.

Dominique Cohen, Eden Housing

Dominique Cohen joined Eden Housing in April 2024 as Vice President of Resident Services. Reporting to the Senior Vice President of Property Operations, Dominique oversees the operations of Eden Housing Inc.’s affiliate, Eden Housing Resident Services, Inc. (EHRSI). and works closely with our property operations affiliate, Eden Housing Management Inc. (EHMI). Her background is a testament to her dedication to enhancing the lives of families, seniors and vulnerable populations. Throughout her career, she has overseen resident teams, managed large budgets and spearheaded the development of several transformative programs. Her 25 years of experience in case management, partnership development, contract negotiations and team building all contribute to a comprehensive and varied skillset that will serve as a valuable asset to Eden Housing.

Dominique has a history of crafting innovative solutions to complex affordable housing problems. In her former role as Senior Director of Supportive Housing at MidPen Housing, she led a dedicated team of case managers focused on serving individuals grappling with homelessness and acute medical and mental health challenges. Her visionary leadership underscores a steadfast dedication to effecting positive change in the lives of those facing adversity.

Dominique has contributed to research on aging populations conducted by the Stanford Prevention Research Center, demonstrating her engagement in broader initiatives aimed at improving the well-being of various demographic groups. Dominique received her Bachelor’s degree in Clinical Psychology from San Jose State University, and her Masters in Counseling from National University.

Ann Goggins Gregory, MidPen Housing

Ann Goggins Gregory is the Chief Operating Officer at MidPen Housing Corporation, one of the largest affordable housing developers in the San Francisco Bay Area with over 10,000 apartment homes and 22,000 residents across 12 counties. In her role, Ann oversees the Property Management and Resident Services Corporations, Enterprise Technology & Analytics, and annual and strategic planning efforts.

Prior to joining MidPen Housing, Ann Goggins Gregory served in multiple roles for Habitat for Humanity. She was a Senior Advisor to Habitat for Humanity International as it strengthened and renewed its Support Model to 1300+ affiliates across the US and, prior to that, served as COO for Habitat Greater San Francisco, where she oversaw all programming and planning efforts.

Ann holds an undergraduate degree from the University of South Carolina, an MBA from the Kellogg School at Northwestern University and an MPA from Harvard’s Kennedy School of Government. She lives in the Bay Area with her husband Will and children, Harriet and Clark.

Courtney Pal, RCD Housing

Courtney Pal is the Policy Manager at Resources for Community Development (RCD), where she leads advocacy efforts to advance systemic change in affordable housing. Since joining RCD in 2023 as the organization’s first-ever Policy Manager, Courtney has built campaigns that leverage RCD’s 40+ years of development experience to improve how affordable housing is funded and operated. Her work spans the organization’s real estate development, resident services, and asset management functions—tackling issues such as streamlining financing applications, shaping new sources of services funding, and accelerating the process of connecting unhoused residents with vacant affordable units.

Courtney holds dual degrees in Human-Environmental Systems and Comparative Studies in Race and Ethnicity from Stanford University. Before joining RCD, she served as an Associate Planner for the City of Fremont, where she focused on housing policy development.
