After a successful year of advocacy and capacity-building for our affordable housing movement, we invite you to join us for NPH’s Annual Holiday Member Party—open to members and those considering membership!

This event will be a chance to celebrate you, our movement, and the affordable housing industry, while connecting with the NPH community. If you’re already a member, your participation is especially important as we’ll be voting for the new NPH Board members who will lead our strategic efforts in the year ahead.

Janelle Chan, Chief Executive Officer, East Bay Asian Local Development Corporation

Janelle Chan has over two decades of public-private leadership experience in housing and community economic development at the local, state, and national levels. She has deep expertise in affordable housing development, equitable transit-oriented development, and government and nonprofit management. Janelle is the CEO of East Bay Asian Local Development Corporation (EBALDC), which has served Oakland and the greater East Bay community for 50 years.

Her background includes pivotal roles such as the director of housing for a leading national philanthropy; the Undersecretary of the Massachusetts Department of Housing and Community Development, where she oversaw a $1.3 billion budget and significant funding for affordable housing and community assistance; and the Chief of Real Estate for the quasi-public MBTA, where she negotiated complex, large-scale, mixed-use development projects. Janelle was named to San Francisco Business Times’ ‘2025 Most Influential Women in Bay Area Business’ and 2024 ‘People to Know in the Bay Area’.

Prior to her professional career Janelle was a Loeb Fellow at Harvard University’s Graduate School of Design, earned a Master in City Planning degree from M.I.T., and holds an A.B. in Ethnic Studies and Minor in Public Policy from The University of California, Berkeley. Janelle and her family are proud Oakland residents, with Bay Area roots that run back to the 1800s.

Jennifer Dolin, Chief Executive Officer, Tenderloin Neighborhood Development Corporation

Jennifer Dolin is a seasoned leader in California’s affordable housing sector, with over two decades of experience advancing equitable housing solutions. She served at Mercy Housing California as Senior Housing Developer and later as Regional VP of Operations, overseeing strategic growth in resident services, community development and asset management.

As principal of JENDolin Consulting, Jennifer advises nonprofit housing organizations nationwide on business strategy, organizational development, and real estate planning. Her work is rooted in a commitment to community engagement, advocacy, and mission-driven impact. Jennifer also brings deep governance and fundraising expertise through her service on nonprofit and for-profit boards. Her leadership reflects a strong alignment with NPH’s values of housing justice, regional collaboration, and inclusive development.

Noni Ramos, Chief Executive Officer, Housing Trust Silicon Valley

Noni Ramos is Chief Executive Officer of Housing Trust Silicon Valley, a certified Community Development Financial Institution (CDFI) working across the 14-county greater Bay Area. As the principal executive of the organization, Noni provides strategic leadership, oversees all day-to-day operations, and serves as the company’s primary spokesperson. Her impressive background spans over three decades working in the affordable housing field. She is driven to do this work because she knows first-hand how affordable housing can change the trajectory of one’s life and that if each of us decides to make a difference, together there is nothing we can’t accomplish.

Prior to joining Housing Trust, Noni was Senior Vice President and Chief Operating Officer at Enterprise Community Loan Fund, where she oversaw the lending, credit and risk management, finance, and administration functions.

She currently serves as board chair of the California Coalition for Community Investment, a coalition of cross sector CDFIs working in California, and Mercy Community Capital. She is also a board member of the National Association of Affordable Housing Lenders, NPH Action Fund, Community HousingWorks, and Community Health Center Capital Fund.

Noni received a Bachelor’s degree from the Walter A. Haas School of Business at the University of California, Berkeley, and earned a Master’s in Public Administration from the California State University, East Bay.

Michelle Whitman, Executive Director, Sonoma County Community Development Commission

Michelle Whitman is the Executive Director of the Sonoma County Community Development Commission (CDC), appointed by the Board of Supervisors in April 2023. A collaborative leader with a focus on equity-driven housing solutions, Michelle is recognized for her expertise in community development across multiple sectors. She has successfully secured over $120 million in funding to promote healthy, climate-smart, and disaster-resilient housing in the region. Notable achievements include operationalizing a housing-focused Joint Powers Authority and launching a $22 million nonprofit loan fund to accelerate mission aligned housing production.

Michelle’s previous roles include Executive Director of the Renewal Enterprise District (2019-2023) and District Director for Sonoma County’s Third District (2011-2019). She holds a Master of Public Administration from Villanova University and a Bachelor’s in Conservation and Resource Studies from UC Berkeley.

In addition to her professional work, Michelle serves on several state and regional committees, including the California Tax Credit Allocation Committee (CTCAC) and the Bay Area Housing Finance Authority Advisory Committee. She is also involved in local boards like the RED Housing Fund and the Sonoma County Ag+Open Space Advisory Committee.
Michelle is married with two adult children.
