Discover solutions to help ease the financial burden of rising energy costs on California’s low-income residents and owners. This workshop delves into energy saving programs and incentive layering, which is the strategy of combining multiple initiatives to maximize benefits and reduce utility costs for affordable housing communities.

Learn about programs like ESA Multifamily Energy Savings, Low Income Weatherization (LIWP), and Solar on Multifamily Affordable Housing (SOMAH), that can be combined to maximize savings potential, as well as their eligibility and application processes.

Expert presenters will highlight successful case studies, demonstrate how to layer incentives for greater savings, and provide customer testimonials that illustrate the opportunities and impact of energy savings programs. The workshop will conclude with a dynamic Q&A session, encouraging engagement and discussion on best practices to advance equity, efficiency, and sustainability in affordable housing.

Joshua Nederhood (moderator), PG&E Single Point of Contact (SPOC)

Joshua Nederhood has been supporting the PG&E Single Point of Contact (SPOC) team since 2021. In that role, he coordinates with representatives from 49 incentive programs across California, refers property owners and developers to those opportunities, and maintains resources on the SPOC website. He enjoys fielding customer inquiries, conducting outreach, and encouraging developers and property owners to adopt energy efficiency measures.

Alissa Tambone, Multifamily Energy Savings program

Alissa Tambone is a seasoned strategist and executive consultant specializing in public policy reform, with a particular focus on grid modernization, community solar, and the transition to a net-zero economy. With a 20-year foundation in research and analytics, she is dedicated to transforming complex data into actionable insights that empower organizations to make informed decisions.

With over a decade of experience in energy and sustainability, Alissa leads initiatives that drive policy change, improve operational efficiencies, and support organizations in achieving ambitious sustainability goals. She has worked extensively with utilities, government, academics, and private organizations to navigate the challenges of the net-zero transition, fostering innovative solutions to accelerate progress.

Rachael Diaz, Solar on Multifamily Affordable Housing (SOMAH)

Rachael Diaz is a Senior Sustainability Program Manager at the California Housing Partnership, bringing over seven years of experience in decarbonization program implementation. She specializes in developing and executing equitable program designs and marketing initiatives that advance sustainability goals. Rachael currently supports the Solar on Multifamily Affordable Housing (SOMAH) Program and the Equitable Building Decarbonization (EBD) Program, working to enhance affordable housing access to clean energy technologies and strategies.

Jacqueline Rogge, Solar on Multifamily Affordable Housing (SOMAH)

Jacqueline Rogge started with the Partnership in November 2023 as a Sustainable Housing Program Associate. There, she implements outreach strategies across the state and provides assistance to nonprofit affordable housing providers and public housing authorities, seeking to expand opportunities to disadvantaged communities, tribes, and other priority populations. Currently, Jacqueline serves on the implementation teams for the SOMAH program as well as the Low-Income Weatherization Program (LIWP).
