ELPN: The Challenges of Leasing Up Higher Income Units and How Projects Have Overcome Them

With the advent of income averaging for Low Income Housing Tax Credit projects and new funding sources like CalHFA’s Mixed Income Program, more affordable housing projects are including units with income restrictions set above the previous standard of 60% of Area Median Income. These higher-income units present unique challenges to leasing up properties and maintaining targeted occupancy rates. Leasing, development, and marketing staff will discuss how these challenges have manifested, how they’ve planned for them, and what they’ve done to get units leased. This discussion will provide solutions for project managers, leasing managers, and policymakers as they consider leasing and income targeting for future projects.

Speakers

Michelle Kim, Senior Project Manager, MidPen Housing

Michelle Kim is a Senior Project Manager at MidPen Housing, a regional non-profit affordable housing organization in the Bay Area.  For over 10 years, Michelle has worked on various developments at MidPen and is a part of the MidPen team currently working on the Shirley Chisholm Village development prioritizing SFUSD educators and school district employees. 

Romina Oribello, Regional Manager, The John Stewart Company

Romina Oribello is a Regional Manager for the John Stewart Company (JSCo), overseeing a portfolio of 800+ affordable units including HOPE SF sites Hunters View Phase 1, 2A and 2B. As part of the property management staff, she oversaw the lease-up of four new construction, affordable projects, including Broadway Cove, in partnership with HOPE SF, MOHCD, SFHA and other community entities and investors. Before joining JSCo in 2013, Romina also worked in property management for the public housing division of the San Francisco Housing Authority. She holds a Bachelor’s Degree in both Political Science and Critical Gender Studies from the University of California San Diego.

Melissa Cardoza, Marketing & Lottery Manager, San Francisco Mayor’s Office of Housing and Community Development

Melissa Cardoza is the Marketing and Lottery Program Manager at the Mayor’s Office of Housing and Community Development, overseeing the marketing of all new construction projects in Inclusionary Housing and the 100% Affordable Housing Programs and the existing projects in the 100% Affordable Housing Program for the last 7 years.  She also works with the project sponsors on the lease-ups of the 100% Affordable projects.  Melissa is on the team that created and implemented the San Francisco Housing Portal – DAHLIA and the Leasing Agent Portal – DAHLIA Partners.  In FY21-22, MOHCD concluded the lease up and sales process through 173 DAHLIA housing lotteries in which 124,637 lottery applications were submitted for 2,157 affordable homes.

Christopher Avant, Property Manager, The John Stewart Company

Christopher Avant is a Property Manager for the John Stewart Company (JSCo), overseeing a portfolio of 173 affordable units including HOPE SF, LOSP, CTAC and MOCD. With over 10 years of experience as part of the Property Management staff, he oversaw 125 units of commercial and affordable housing for Artist the lease-up of two new construction, affordable projects, including Broadway Cove/735 Davis Senior, in partnership with HOPE SF, MOHCD, SFHA and other community entities and investors. Christopher is Certified Tax Credit Advanced Specialist, NERT/FEMA Certified and a Registered Health Educator/ Sports and Rehabilitation Therapist.

William Wilcox, Tax-Exempt Bond Program Manager, San Francisco Mayor’s Office of Housing and Community Development

William Wilcox is the tax-exempt bond program manager for the San Francisco Mayor’s Office of Housing and Community Development. William earned his Master of Public Policy degree from the University of California Berkeley’s Goldman School. He holds an undergraduate degree from the University of Chicago.
