The Rental Assistance Demonstration (RAD) Program is one of the tools HUD uses to address deferred capital needs. It preserves at risk Public Housing and legacy properties by financing capital needs through conversion to long-term Section 8 Housing Assistance Payments (HAP) contracts. In this workshop we will briefly discuss best practices and lessons learned from the conversion of projects using the 1st and 2nd Component of RAD and delve into the experience of using RAD in two localities: Monterey and San Francisco. This workshop will be an opportunity for prospective RAD applicants and their development teams to learn from those who have already embarked on the process.
Melina Whitehead, San Francisco Office of Public Housing, will provide an overview of the two components of RAD
Catalina Vielma, National Equity Fund, Inc., will discuss financing from a developer’s perspective (Component I and II)
Starla Warren, Monterey County Housing Development Corporation, will discuss a RAD Conversion to Project-Based Rental Assistance (PBRA) from a public housing agency’s perscpective
Lydia Ely, San Francisco Mayor’s Office of Housing, will discuss the San Francisco RAD conversion
