NPH believes that we must act at all levels — from local to state to federal — to invest significantly to build and operate affordable housing, a critical community benefit that ensures we’re planning ahead.

  • Inject significant new resources to continue to build and operate affordable housing, especially rental and operating subsidy programs at the federal and state levels, and create additional resources to pay for services in affordable housing.
  • Fund costs of delay like construction loan interest and builders risk insurance for rehab projects that are delayed due to the inability to work safely indoors.
  • Allow existing funding to cover building operations during the pandemic (reserves, security deposits to pay for unpaid rent, residual receipts).
  • Create flexible deadlines for existing state funding programs — like the tax credit and Department of Housing and Community Development programs — to account for delays due to COVID-19, while ensuring that affordable properties get built.
