Our Regional Agenda

We believe that our regional challenges deserve a regional approach. NPH is committed to working with our regional governing bodies, including the Metropolitan Transportation Commission (MTC), Association of Bay Area Governments (ABAG), and the Bay Area Housing Finance Authority (BAHFA), to secure a strong, comprehensive approach to address our housing shortage and affordability crisis with bold plans and programs that hold local cities and counties accountable.

NPH’s agenda offers concrete opportunities to advance our regional policy goals, including:

• Advocating that MTC /ABAG implement Plan Bay Area 2050, a comprehensive housing strategy for the Bay Area that will guide the agency and its various programs, policies, and decision-making processes, and embed a comprehensive approach to producing and preserving affordable housing, as well as protecting tenants from eviction and displacement
• Advocating for a robust Transit Oriented Communities policy to ensure local jurisdictions implement the shared policies and values developed in Plan Bay Area 2050
• Partnering with the new Bay Area Housing Finance Authority (BAHFA) to obtain regional resources and affordable housing investments to meet the scale of the housing affordability crisis
• Building a strong, equitable and regionally diverse Bay Area Housing for All (BAHA) coalition to win a 2024 statewide campaign to lower the voter threshold for local housing bond measures through a state constitutional measure, and pass local regional housing bond measures across the state, including a $10-20 billion regional general obligation bond to create an ongoing revenue source for producing and preserving affordable housing and homelessness prevention in the Bay Area
• Partnering with Shift the Bay (NPH leads the Shift the Bay initiative, a collaborative effort designed to deliver research driven, field-practiced strategies, tactics, and messages that will help our movement drive new narratives around affordable housing) to develop Housing Element messaging resources and trainings to help housing and racial justice advocates increase community engagement in their local Housing Element processes; pass equitable, effective policies and programs to further the Ps of affordable housing: homelessness prevention, production, preservation, and tenant protections; and Affirmatively Furthering Fair Housing.
• Partnering with our Permanent Supportive Housing (PSH) developer, owner and service provider members to assess the real cost of providing PSH in the Bay Area, develop best practices, and form an advocacy agenda to improve the PSH ecosystem.
