As a kid and young adult, Saniko Togafau spent time in no shortage of San Francisco neighborhoods. She started life in the Excelsior and her family bounced between the Bayview, Visitacion Valley and Potrero Hill. The construction of 120 affordable apartments on a city-owned parking lot in downtown Mountain View is officially underway after facing years of financial struggles to get built. The first affordable housing development from a new nonprofit-private sector partnership is testing whether Bay Area developers can achieve what the industry has struggled to do for decades: build housing faster and for less money.
